For really small scraps or pieces I use a 1"x6" clear ruler. Don't remember the brand, I bought 4 of them on clearance at Walmart a couple years ago. Handy little thing to have.

I won't use a ruler that small for cutting, not enough room for finger safety. I needed stitches after using the 1"x6" ruler for trimming small scraps.
