Default Best way to English Paper Piecing (EPP) a hexagon with two fabric??

What is the best way to EPP a hexagon with two fabrics? I have figured out how to do this with half-hexagons (cut the template in half and proceed as usual). However, I am unsure as to the best way to proceed when the shapes are different. Below is a picture of two hexagons, with two different fabrics, that I am working on.

I can create two EPP templates that make up the whole hexagon. It is easy to baste the fabric onto the smaller piece, but I can't figure out how to baste the fabric onto the bigger piece since it has the concave area.

I have tried appliqueing the second (smaller) fabric onto a whole hexagon (basted with the first fabric). But, it is time consuming, thick (two layers of fabric) and not as 'perfect' in appearance as the whole hexagons.

I am hoping someone has a suggestion on how to do this! Thanks in advance!
