Simplicity pattern 3989 would give you the sweetheart top, but you'd have to play with the bottom.

Pattern 8316 also has a sweetheart top and the skirt for the Alice in Wonderland looks pretty similar with the layers.

I think the "V" portion may be a customized thing, haven't seen any pattern with it included on top of the ruffles.
