You have to let us know how it improves with cleaning, oiling and tending to the friction wheel. Water transfers like these are hardly ever in as nice condition as on your machine, so be very careful when cleaning. My old Raleigh 3 speed had this type, they are usually not protected by a layer of lacquer like gold decals on Singers. The ones on my bike is mostly gone by now. They can take ever so light wiping off and the glaze type resin polish works well to protect them (the more gritty type is dubious), but be careful with either of them.

Regarding the round decals; does it say France 1888? I wonder if its' a gold metal won at a world fair or something like that; it would explain Nike flying in with laurel wreath and flutes. There's a leaping dog there to, I don't think I have seen it on other New Home machines.
