Default Applique...

I am working on a BOM called Portage Lake by Minick and Simpson. There are three large applique blocks with lots of leaves and flowers. I am pretty good at applique in general and have usually worked on"normal sized" blocks but these are so large. The problem is the block template has no defined edge except the block must finish at 20"square. I suppose this is to allow for some variation... What I had to do to start was mark with a water soluble pen, the defined 20" square edge of the block. The background piece which shipped with the monthly fabric is larger than the allotted size not by much and as i work, it shrinks and I am very fearful it will not be the required size in the end. As it is, I have 3/8" or less seam allowance and I am about 2/3 done basting the shapes... have not even stitched them down yet. I am using the starch method of creating my shapes and glue basting the background. There are no puckers.
Normally when I applique the block background is at least a whole inch extra all around.

Anyone have thoughts on maintaining the size of the background?
