I have done this, just experimenting. You make the dresden plate, fold a small hem on the centre circle edge, also the outer edge, and just applique it onto the backing.

With the one I tried, I used a strip of thin iron-on interfacing on the edges before folding the 'hems' over, ensuring the curves were rounded nicely. Set it in place on the backing, and press - no pins needed.
