First, I have to say how much I like your quilt; the Dresdens are beautifully sewn and the colors are magnificent. The scalloped edges sound like a good idea, as would any appliquéd addition to you current border. Having just worked on Bonnie Hunter's En Provence with its scrappy 4-patch border, I think that this border would also make your borders pop.
