I glue baste with full-strength Elmer's School Glue all the time. I usually just let the quilt dry overnight. But I glue it all at once. Tape the backing right side down to the floor. Lay the batting out and smooth it. Fold back half at a time and glue it down. Then spread the top out on the backing, smooth it out, fold it back and glue it down. I drizzle the glue right from the bottle in a back and forth motion. Don't worry if the glue comes through the fabric. It washes right out.
I would guess you'd need at least 8 hours for it to dry completely. Maybe I'm way off, but overnight works every time. I've never had a problem with the glue gumming up my machine, and I never get a wrinkle in my quilt. I think it's the only way to go. If I had to pin, I'd never quilt a thing.
