No quilt police, so you can do what you want. If you are asking for opinions, I think too busy. You can go bright, but I would choose a solid. If you decide to go with the cute print, I'd include a small solid border like you show.
I agree. I see nothing but the print border. To me, the border is like a picture frame. It should make the picture stand out.
