my dog has an allergic reaction to topical repellant and frontline doesn't work either so when we had an outbreak in late summer this is what we did...takes a while but it works

Salt the floors and carpet down with iodized salt, vaccuum every other day for first two weeks, resalt after vaccuuming increase days between vaccuuming over the month continue till fleas are gone. WARNING: Fleas hibernat(sort of) so may see a new infestation in 3-9months.
wash bed linen every day for 2-3 weeks then increase days between washing. feed brewers yeast they will goble it up no problem takes about 2 monhts for it to totally get rid of fleas may see a flea every now and again but rarely..
also use tea tree oil mixed with water (This should not be used on an open sore) on a cottonball around their necks and in infested areas. Spray carpets and bedding with vanilla scented febreeze when the dogs are not present and it will kill the fleas in the bed linens
