This video demonstrates using the 10 degree ruler to cut pieces of fabric. The 22 you are looking for should probably be lined up with the edge of the fabric to cut the wedges. If you cut them as the 22 at the top of your strip the first time, then put the 22 at the bottom, the next time, you will have alternating wedges of your strip colors to give the quilt a much greater variation.
