The JA number is the number of the Japanese manufacturer of the machine. The machine is "badged" as a Universal, which means that was the brand name it was sold under. The same machine may have been sold under many names. I have a Lenco machine that was badged with 7 different names. I found the manual under the name, Sewmor 711.

You'll have to search the Google until you find a matching machine that gives you a model number. (Note that yours has four knobs on the face and two knobs on the bed + the tension knob on the face.) You can also search the manual sites for a manual. They generally have a drawing on the front of the machine. Keep looking until you find a match. It's out there. (Tias is place to purchase your manual, manualslib is a free service, but hard to navigate.)

Also, someone may see your post and know immediately the model number.
