It's a free computer program called PhotoScape. It has lots of editing features without being excessively complicated.
Below is a link to it. If you download it, read everything carefully first. Many times, these days, downloads will automatically include extras (toolbars, etc.) that you probably won't want on your computer. You may need to uncheck a box to keep the unwanted stuff from downloading.
