It's a nostalgia machine, a Chinese made reproduction of the vintage Singer 15 class machines. Most likely made in the 1970s but it's possible it was made in the 90s. The first tip off is the garishly bright decals, then the feed drop knob, then the tension assembly, and finally the flimsy built irons and cabinet.
