I think he forgot about the steel industry being enlarged as we build more fences around larger pieces of property to house the horses, thus increasing revenue to the county coffers in property taxes, since more people would be able to buy property, since the govt would relinquish its hold on land that it cannot maintain, but would be maintained by more landowners, making the desert to bloom like a rose.
Not to mention, the waist creating exercise of shoveling manure!
Ahhh, rip out the rose garden at the white house, run in a few horses, and every time a politician in DC thinks they have a good idea, they can go out and shovel manure for a couple of hours, since NOTHING clears the brain like fresh air and good manual labor (I know, it is my old joke, but it fit!)
