I'm no expert on treadle machines. However, I'm not aware that any certain group of serial numbers make any Singer machine more rare or valuable. There were 50,000 G229001-G279000 model 15 machines made in 1910.

Again, I don't know much about treadles, but I think that a Singer treadle cabinet would have a Singer embossed in the foot pedal.
All that to say I don't think you have a rare model Singer Treadle machine that will go for a lot of money.
I don't think that there were that many model 15 (if any) with Red Eye decals made, but if it was a model 15, the tension would be on the end, not the front.
