I worked with the block in EQ7. I drew it as the 4.25" finished block and found that the only logical, easy to cut measurements are 4 times the original block, which is 17" finished.

Because of all the weird measurements, (see Nordic Star 12 inch rotary cutting) I tested the block as a foundation pieced, 12" block (see Nordic Star 12 inch Foundation). The solid lines are your sew lines and the dotted is the seam allowance. If you print the foundation pattern, cut one whole block out and see if it will measure 12 inches. All printers do not print the same. Hope this helps.

Personally, it I was going to make this pattern, I would make the corner squares as 6 inch finished and the sashing as either a finished 1/2 inch or a 3/4 inch. Your finished block would be either 12 1/2 inch or 12 3/4 inch.
