Correct!
One thing that may help you is to get some quadrille graph paper and draw it out. Sometimes that helps a lot in the beginning. You can use one square per inch or if you’d like, go for the true size of one square for every 1/4 inch. Graph the finished block at 12 inches but remember you’ll need to add 1/4 inch to every side of every piece on that block for cutting purposes.

Stafar, Here's how I see it. You will need 2 strips 2 1/2" x 8 1/2" to sew on the top and bottom of your 8 1/2" blue. Then you will need 2 strips 2 1/2" x 12 1/2" for your sides. I think that will be an unfinished size of 12 1/2" However, I'm kinda new at this also, so hopefully someone else will give some input.
