Sounds like you have it figured out. It's the folding over of the fabric that does it. I'm piecing flannel right now and had to move the needle two clicks beyond the usual setting for quilting cotton. The flannel is thick. I do the 3 piece test with each new project, just to be certain I have the correct setting to get the scant quarter inch. Fabrics vary in thickness and it does make a difference. Good luck with piecing, the block is beautiful!
