When making HST's, I cut the squares to an even inch measurement - in your case, yes 7", place the two fabrics RS together. Draw a line diagonally in the center of the square and sew 1/4" on either side. Cut after sewing. This way you are not dealing with bias edges during the sewing. Usually need some trimming but find mine are more accurate this way.
