That was my first thought, too. The bar would push the springs down at the same time. It may be that it needs to flip over. Without having it in front of me, it is kind of hard to tell. The red lines would go where the red arrows are. Another possibility would be that the ends need to go into the ends of the rectangular box as indicated by the yellow circles and arrows.

Good luck on getting it back together and working properly.

Does the box slide out of the top? If so I would put the bar one way and set on top of the springs and the box on top to see how the ends of the bar work.

Are the caps next to the screws actually caps for the screw heads? They almost look like the would fit on top of the springs.
