Small, in this case, is a relative term. What QB wants is for the photo to take less storage space on their computer. You can reduce the space an image takes up in three ways: the image size (say, 8"x10"), the pixel dimensions (say, 500 X 666) and resolution (say 300 pixels per inch).
The internet will only display about 100 (I've heard 72, but don't know that it's accurate.) pixels per inch, no matter the size or the pixel dimensions. So when I resize my photos for QB, I choose 96 pixels per inch in my photo editing program. That way, my photo actually stays large enough to see, but doesn't take up much space.
