Unless the machine has a floating function (which the Passport machines do not have), you shouldn't be able to move the fabric under the foot. You might be able to if you are able to lower the feed dogs and use a foot made for that. I've never tried to do anything on my Passport where you would need to move the fabric, I've never checked to see if the feed dogs can be lowered.
