Not necessarily, If you're doing them in an overlapping way like with raw edge appliqué or like with rag quilts, then you'd get frayed edges. But if you're sewing them right sides together and then pressing open like with regular piecing you sure don't want fraying to show as it would mean that your seam is coming apart.
I make lots of crumb blocks and sew them with seams that are done just like regular blocks, No fraying on mine. Sometimes if the fabric is very small I use a seam width that's smaller than 1/4", but when I quilt them I make sure to ditch around each piece so they don't have a chance of coming undone or fraying open.
