One thing to remember, people who live in Hawaii get acclimated. It's not on the 90s every day, it does get cool there as well and most homes have AC.

This is true! I know some people in Florida who complain and put on long sleeves if the high is only in the 60s.
Some people make quilts without batting to keep them lightweight. If you think mildew is going to be a big problem, then maybe making the quilt out of wool fabric and no batting would be a good idea, as long as you can find some that isn't scratchy. But if your father has (and uses) air conditioning, I wouldn't think it would be a big problem.
