I don't think it is either of the blocks referenced.
To me it looks like a shaded 4 patch.
The first link (which did work for me) just shows numerous shaded 4p lined up. On the 2nd link each one is turned to form the octagon shape. Here is tutorial on how to make them.

Edited to add on the link I posted she just shows the triangle unit, if you alternate it with a solid block the same size you will get the block in the 2nd picture.
But there are many tutorials out there for this unit. I just like this method of construction which is the same method Sally Schneider uses and calls it Mary's Triangle units.
