It sounds like a challenge to make them different sizes. You might want to look at some sampler quilts to see how blocks can be done.
Perhaps a 3, 6 and 12 design would work. Be sure to add proper seam allowances so the finished sizes work. Another option is to add sashing to make up the size block desired.
Block exchanges often do this with blocks divisible by 3” and then add a sashing frame for the 9” and then put four 6” blocks together to make 12”. So that may work for you.
