This is very simple: Cut out approx. 24 inch circle and 23" x 6 1/2 inch wide strip of fabric for the band. To make the hat taller, make the circle larger.
Fold over the band in half length wise and stitch together now it should be 23 1/2 inches x 3 1/4 inches wide. Starting at the seam line on the band - gather the circle at 1/2 inch intervals along the band until your have it all fitted along the raw edge, then sew up the seam to attach the top hat onto the band, and if you like can sew a binding onto the inside to cover up the raw edges of the chef's hat.
