Most surge protectors have a way to mount them to the wall, so you could plug it in, in the ceiling, then mount the surge protector high on the wall out of the way. In my sewing room, I have a computer desk in one corner with a serge protector on the floor behind that desk. I have another serge protector mounted under the edge of my cutting table, in the middle of the room, so I can leave my serger, sewing machine, and Ott lite, plugged in all the time, and an indoor/outdoor heavy cord to connect to the serge protector when I want to sew, that does lay on the floor but it is next to my chair, where he can’t get to when “we” are sewing. . I have a huge, clumsy dog, so no cords can be allowed to string across the room, so this is my solution. I do use zip ties to keep the cords from hanging lose. Me and Eli are happy with this arrangement.
BTW- new surgery protectors are now made to plug in flush to the wall, so that type might work for you. (You can support the cord in place with a couple cup hooks.)
