Default Brand New and Need So Much Help

Hello! I recently realized that I have so many t-shirts that I don't wear but can't part with, so I have decided to make a t-shirt quilt! However, I don't really have any skills. I mean, no skills. I don't even have a sewing machine so I'll be hand quilting. I have the layout, the backing, and 100% Poly batting. I'm not doing any sashing. But I have so many questions before I can start the actual quilt.

1. I've read conflicting things about if I need interfacing or not. Would spray starch work instead? If not, what kind of interfacing should I get? I'm trying to cut down costs as much as possible, I'm a broke college kid so if you have any budget recommendations I would highly appreciate it.
2. My batting says that you can't sew more than 4 inches apart. What happens if I sew 10 or 15 inches apart?
3. What is my best bet for the types of stitches I should do? Also, if you have any tutorials on how to do them or just beginner stitching/hand quilting tutorials I would be so amazingly grateful.
4. What is the cheapest bias tape? Do you even need it to specifically be bias tape or are there other (cheaper) alternatives? Also, if the quilt is 3 yds by 2.5 yds how much bias tape do I need? I was confused by the packaging I saw today.
5. What size needles do you recommend? I know it changes the appearance of the stitches but I really don't know how or what would be the easiest for tshirts.
5. If anyone has any tips for an overwhelmed crafter that's doing a first time cross-over into the world of quilting, I would really appreciate it.
