I don't know a lot about this White. It does take a conventional looking rotary bobbin. It should have the famous "T-shirt " bobbin cover slide. The motor looks stock. Judging by some of it's peers I would guess late 1930s to 1940s.
I've never seen a treadle one, I've only used this one long enough to make sure it works.
