I have used an index card file box (3x5 size) for my Schmetz needles for years with the cardboard attached. If the package came off the cardboard, I found that the snack size ziplock bags would hold the cardboard with the package.

As I started finding old blister packs for Singer sewing machine needles, I found they were longer and didn't fit nicely in the file box. Those I started putting in plastic pencil boxes.

If you don't keep the cardboard another option would be those hanging jewelry organizers.
