There is a good YouTube video by Sue O’Very using the ruler under the title Does This Notion Really Work. She seems to find it easy to work with but it would depend on if you thought there were enough patterns you wanted to do with curves.
I couldn't locate the precise video on curves that you are referring to; however, I purchased a tool called Curve Master at a quilt show. Vendor sat using it continuously on charm squares. He made perfect curves. However, I have never once made a perfect curve with it. Paid $40 for it.
