IMHO the only way to completely avoid any stiffness from any fusible product is to not do raw edge fusible applique but instead do either wool felt applique, or do applique with ultra suede (neither of which require fusing and can be raw edge as neither product frays) and hand or machine stitch it or do traditional turned applique, either needle turn or prepared and machine stitched down.
