I don't know anything about the lamp, but you don't have to have a special lamp to get daylight-quality light.

Nearly all modern LED and CFL bulbs have daylight ratings on the packaging that show you the range of light colors, from the yellowish incandescent to the bright "daylight" white. The ratings are given as "temperatures", and you can choose your preferred temperature for any fixture in your home or office.

If you're committed to fixing the lamp, try a different electrician, or maybe look for someone who specifically repairs lamps.
