I also would outline stitch the features in the panel and add some thread painting inside the shapes. I would quilt wavy lines to the snowflakes and then quilt the snowflakes so it looks like swirls of wind and snow in the background.
Snowflakes falling with a breeze swirling them about is a grand idea and would add so much to the beautiful panel.
