Default Sewing with shelf liner ?

I'm thinking of making some pads that go on a high chair table top and want to put fabric on the top and that rubber shelf liner on the back so they don't slip off. It will be sort of like a place mat for baby. I don't have a pattern & this will just be a try to see if it can even be done. I tried sewing with that shelf liner & it doesn't slid very well at all on my sewing bed when I'm stitching with it. I've tried it with the liner lying down on the machine bed & have tried it facing up next to the presser foot. Either way I have to really pull it from the back to get it to sew.
Has anyone ever used this stuff & if so, how did you get it to slide easily on the bed of the machine while you are sewing it? Hope this make sense!
