I've noticed that many 100% cotton quilting fabrics have that blurb in the selvage. There is a federal law that requires children's sleepwear fabric to meet a certain flameproof criteria. If the fabric is not treated in accordance with that law, it must say it's not suitable for children's sleepwear.
