I use the no waste method successfully, but like to add 1/8" to the small squares to make certain there is a little for trimming.
To do that, I draw the block to the finished size with no seam allowances, cut it out then use a couple of dabs of a wash away glue to stick it to a clear ruler, inside the 1/4" marks for the seams. You must remember when trimming to allow that 1/4" on the bottom and left (or right) side or you will have a block that's too small.
No special rulers needed.
