I use household ammonia to remove the film of hairspray on bathroom surfaces, etc. Perhaps that would work.
All the quilting sprays wash out, so unless she used the wrong kind of spray on her quilt, it wouldn't need anything more than just a washing to get it out. There are craft sprays on the market, but one wouldn't want to use them for quilts.
