Ok, so when you are saying the layout, that is what I might call a cutting diagram?? When I hear layout I think of how pieces go into a block, or how the blocks go into a quilt.
I'm thinking maybe you are dealing with fat quarters and so the pieces you need have to be arrange to make the best use of the dimensions. So, your instructions say something like "Cut (4 squares) each 5.25" from fabric A" and a fat quarter is roughly 18" x 22 -- you want to cut the long side to get all 4 squares. If you cut along the shorter side you only get 3 and an odd leftover.
