Lots and lots and lots of restrictions - also, the intent is to for sellers to price their stuff for "end of the sale garage sale prices"
To add a somewhat unbiased comment with this post -about why the restrictions were put in place - there were some sellers that abused the privilege. (Example: reselling fabric that cost $2.00 (not on sale!) at a big box store for $8.00 for four fat quarters of the same fabric.)
