My very first quilt I ever made was large all over Chevrons. Back then it was before the rotary revolution and I misunderstood what they were saying with "chevrons are a common quilting motif" that it was the quilting and not the block design.
I believe the easiest way is to sew strips together and then cut them at an angle, the same way you would do a Lone Star but with opposing directions (that is you need a left/right or up/down or how you want to think of it.
