I struggled with this when I was making a hanging to go on an interior apartment door. A lot of the Command hooks and strips say not to use on fabric, and it was likely a heavy fire door that could slam.
So I found a video where someone took the Command picture hangers, peeled the glue off the velcro picture part, and sewed the velcros on the back of the hanging in all 4 corners. Despite my best efforts, the velcros weren't parallel or straight, but there was enough wiggle room to allow the strips to put level on the door and the hanging just pressed onto it.
