I have a Singer 319W (two actually) that are almost identical to the 306 except the 319 has decorative "keys" on top. I have all of the decorative cams and love to use this machine for quilting. It easily sews through the quilt layers including fleece backing.
Yes, it does require special needles, but they are available. The bobbin case can be modified to accommodate size 15 needles if you prefer and you don't have to mess with the timing or anything. Just put in the new bobbin case. I ordered a modified bobbin case but it hasn't arrived yet.
Personally, I love the 319 because it sews beautifully but also because the decorative stitches are really nice if you can find the cams.
I've not had trouble with the belt on either of my machines.
