Welcome to QB, Sewvintageservice. I don't know if dudenaz has any pictures of the side.of the tension or if he took it apart to clean it. I gather that you have the whole assembly off of the machine. I believe the order would be - Check Spring over Tension Screw Stud (1274), put the Tension Releasing Pin (32574) in the center of the stud, Tension Discs (2102) facing each other so that they look like ) ( then the Tension Releasing Disc (32572), then the Tension Spring (8238) then the Tension Regulating Thumb Nut (1560)

Those part numbers, in parenthesis, can be found on page 57 of the pdf https://www.supsew.com/download/Sing...er%2099-13.pdf

I'm not sure how to describe the position of Tension Releasing Disc. However, https://www.vintagesingerparts.com/p...28-66-99-31-15 looks like how it would go on so that the hub portion is facing you and the spring. 8238 fits around the edge.
