It looks to me like it began with 2-1/2" strips, and the points might even be HSTs, but the intervals don't seem uniform. Maybe it is just an illusion in the photo. I should be able to graph it out easily, or even use cut pieces of paper to get the proportions (my brain does not actually do geometry). Thanks for the ideas!
