I would cut fabric into 37 in lengths
Starch and press
Square up the fabric
Cut 5 -7 inch pieces from each length

The extra 2 inches should allow for correct squaring up, if your fabric is already pretty square you should be able to cut onto 36in sections (this equals 1 yard) with careful cutting and minimal waste.
