Lightbulb Quilted Jacket Dilemma Advice Needed

First of all I am new here so thank you for allowing me and my dilemma onboard.
I need help as I foolishly started making a quilted jacket without a pattern. I realize it would have been easier to just make a sweatshirt quilted jacket but I think I am too far in to change.
I have the jacket pinned & basted together but I need to make a decision about the V Neck opening I want. I realize I've gone beyond my skill level.
So far jacket has a lining and I'm not planning to add batting. I'm wondering if I should cut 2 neckband strips 3 1/2" wide apply a lightweight fusible interfacing to it, sew together and position at the neckline and front edges.? or if I should just finish without a band and interfacing ?
Since I don't really want to add any additional to the lower half of the jacket it would only be on the V Neck portion.
Feel free to be completely honest (just not cruel). I realize I'm not really so good at this.
