As far as restoring detail, it is up to you. There is a thread here How to Clean Up and use a vintage sewing machine - videos by Muv and Fav It could just made to be functional or could strip and repaint and add decals. Probably, the original decals are no longer available. If the finish is shellac, you could follow the instructions found at Cleaning and repairing the Shellac clear coat on Vintage sewing machine heads The metal pieces can be removed and polished with metal polish.
